Minister tells Parliament that shelter staff formed a 'clan' and manipulated children
Some staff at the Cap l'Espoir children's shelter developed what Deputy Prime Minister Arianne Navarre-Marie called a clan-like culture that led to the manipulation of children. She was answering the opposition leader's question on shelters for minors in the National Assembly on Friday.
The figures are sobering: 34 police complaints linked to the shelters since December 2024, with reports of runaways and suspected cannabis use. Six caregivers were suspended in January so they could not interfere with the probe. No NGO has yet offered to take over the centre, and a fresh call runs to 12 June.
